'Scandal' season 4 spoilers: Olivia sacrifices Fitz to get rid of her father in episode 19

Olivia Pope's notorious father will be back in the next episode of "Scandal" season 4. 

Rowan (Joe Morton) shows up on Olivia's (Kerry Washington) doorstep with her new love interest Franklin Russell (Brian White). Does this mean that the two already knew each other even before Franklin met the White House press secretary? It could fuel the rumors that he was a member of the B613 and was hired by Rowan to flirt and spy on Liv to extract more information. 

The official episode synopsis for the episode titled "I'm Just a Bill" reads:

"With Rowan back in town, the stakes are at an all-time high for the team trying to take down B613. Meanwhile, Olivia gets a call that the mayor's wife has been murdered and is asked to take on the case. Back in the White House, Fitz (Tony Goldwyn) needs help getting a very important bill to pass, but when he looks to the VP for support, she proves that she's not an easy pushover like everyone once thought." 

Franklin's appearance in Olivia's life could pose a threat to her complicated relationship with Fitz, which Rowan might have wanted. 

In a clip released by ABC, Rowan confronts his daughter for trying to put him down, saying, "Is your hatred for me so great you are willing to tear him down to?"

But is Olivia really willing to take the price and lose her one true love just to get rid of her cunning parent? 

Meanwhile, community activist Marcus Miller (Cornelius Smith Jr.) will return next episode, and he will ask for Olivia's help to investigate who killed the mayor's wife. He and Olivia first met when he was supporting the protest during a Ferguson-inspired episode titled "The Lawn Chair" early in March. 

"Scandal" season 4 episode 19 is slated to air on Thursday, April 16.
