At the outset of 2006, ALOVE was awarded funding of around £24,000 by the government’s Russell Commission Implementation Body to research and develop youth volunteering within The Salvation Army. Only 40 organizations received funding, including the British Red Cross, VSO, Scope and The National Trust.

What is the Russell Commission?

Headed by Ian Russell (Chief Executive of Scottish Power), the Russell Commission was established in May 2004 by the former Home Secretary (David Blunkett), and the Chancellor of the Exchequer, Gordon Brown, to develop a new national framework for engaging young people in volunteering in the UK.

The Russell Commission made its final recommendations in March 2005 to bring together young people, business, the voluntary and community sector and government to make volunteering a valued part of young people’s lives.
