A new villain is set to roam around the city when "Gotham" returns for season 2.

Deadline exclusively revealed that "True Blood" alum James Fran will be one of the two new season regulars of "Gotham." He will portray the role of billionaire industrialist Theo Galavan, one-half of the brother-sister duo that is bent on destroying the city's peace and order in the show's second season.

It was reported that Theo is first known as the city's favorite savior since he is described as a sexy hero who will do everything to protect his twin sister Tabitha. But no one realizes that Theo and Tabitha are intending to wreak havoc in Gotham, and their evil plans will launch more ruthless enemies in the future.

There is no word yet about the actress who will play the role of Tabitha in the series. She will eventually become The Tigress, one of Batman's most memorable nemeses.

Fran was also featured in another TV adaptation of a comic book franchise. He appeared as Leet Brannis in the first season of "Agent Carter." He was also seen in other popular TV series like "Grimm," "The Tudors," "Sleepy Hollow," and "Orphan Black."

FOX released the official synopsis for the sophomore season of "Gotham," which reads:

The stakes are higher than ever as Gotham explores the origin stories of some of the most ambitious and depraved Super Villains, including The Riddler, The Joker and Mr. Freeze, and Bruce Wayne (David Mazouz) uncovers more secrets from his father's past."

Earlier reports claimed that Edward Nygma (Cory Michael Smith) will have more meaty appearances in season 2 as part of the character's development as the future evil Riddler. More references to The Joker should also be expected in the upcoming season.

"Gotham" is set to return on FOX beginning Sept. 21.
