'Gotham' season 4 episode 7 spoilers: Gordon and Bullock clash over Penguin's authority to regulate crime

In the next episode of "Gotham," Detective James Gordon (Ben McKenzie) clashes with Harvey Bullock (Donal Logue) over Oswald Cobblepot a.k.a. Penguin's (Robin Lord Taylor) authority to regulate crime in the city.

The trailer for the upcoming installment titled "A Day in the Narrows" was released just recently and showed Penguin and Gordon in an important conversation. "The Pyg's actions threaten the both of us," Penguin tells the detective as he reads the newspaper headline "Professor Pyg Strikes Fear in Gotham." Apparently, Cobblepot wants to use his thugs to stabilize the rising crime in the city. However, he will be the one in control and he will use this power to his advantage. He can regulate crime and earn a lot of money on the side.

"Penguin's guys are going to beat and torture their way through the city," Gordon warns his police officers. However, Bullock blasts Gordon, "I am warning you to stand down!" It seems that Bullock wants to follow the Commissioner's directive and have Penguin stabilize the crime in the city. Gordon does not agree and warns Bullock, "You are going to get our guys slaughtered!" Gordon and his cops come to a standoff with Penguin's henchmen as they point their guns at each other. It remains to be seen if Gordon's men will engage Penguin's thugs or if things will come to a standstill.

In the last episode, Professor Pyg (Michael Cerveris) went on a killing spree and claimed a number of cops as victims. He captured Bullock who he accused of being corrupt and was about to kill him. However, Gordon arrived just in time to save him but Pyg unfortunately escaped in the crossfire. Bullock admitted to accepting bribes from Penguin which he regretted very much.

"Gotham" season 4 episode 7 will air on Thursday, Nov. 2 at 8 p.m. EDT on Fox.
