"Homeland" season 5, which is now set in Berlin, will take place several years after the finale of season 4. Carrie (Claire Danes) has left the CIA, has a new love interest, and also works for a private security firm that has just assigned her to work for the season's main villain. 

According to Vine Report, actor Sebastian Koch will play a character known as Otto. Otto is a philanthropist and runs several charity foundations. Carrie is assigned to head his security but it is discovered that Otto is keeping his own dark dirty secrets. 

The report explains that Otto might come from a Nazi family and is involved in hatching several plans involving long-gestating Nazi activities as well as Russian espionage. 

Vine Report also explains that Saul is back in the CIA.

Executive producer Alex Gansa explained, "As we open the season, Saul is back in the CIA and Carrie is out of it. So that's going to create, by definition, a distance between them." 

The report also states that Quinn's fate will be addressed in season 5, leaving no room for hanging plot threads. Peter Quinn (Rupert Friend) signed up for a "dangerous mission" in Syria last season and his fate hasn't been revealed as of the time of writing. It is just as possible that he is dead. 

As previously reported, Miranda Otto, famous from her role in "The Lord of the Rings," will be joining in as Alison Carr. She is said to be a CIA agent monitoring Koch's character, which puts her in direct conflict with Carrie. Alexander Fehling plays Carrie's new love interest and Sarah Sokolovic plays an American journalist who might become Carrie's informant and ally later on. 

"Homeland" season 5 puts Carrie in self-exile, away from the CIA and away from the Middle East, and is set roughly two years after the season 4 finale. Season 5 is scheduled to premiere this fall.
