Following a report that Pangu has mnanaged to showcase a working version of Cydia on iOS 10 beta, indicating that the team could be releasing a full jailbreak tool for iOS 9.3.2 and 9.3.3. According to the official Pangu website, it is possible that the jailbreak for iOS 9.3.3 is coming before the end of the year.

According to a report from Redmond Pie, it is possible that the jailbreak team is simply waiting for Apple to launch iOS 10 this coming September before finalizing their work on iOS 9 and its updates. This will guarantee that Apple does not suddenly release a new security patch or update that negates their work.

With Apple fully focused on iOS 10 by September, it is guaranteed that Pangu will be able to finish their jailbreak attempts on iOS 9.3.3 and release the tool by September or October once they have exploited the security loopholes to hack into the system and work around its structure.

It is also pointed out that while Pangu managed to get Cydia running on iOS 10 their efforts have been in vain as Apple just released the new iOS 10 beta 2 which fixes the exploits that Pangu had worked around in order to jailbreak the system. This means they will need to start again and it is this issue that they are avoiding with the jailbreak efforts for iOS 9.3.3.

Fans speculate that this means the latest an iOS 9.3.3 jailbreak release could be by late October if there are too many security measures to break through and hack around. 

Jailbreaking iOS 9.3.3 would allow consumers to download and install apps without going through the App Store and will allow consumers to get apps for free by torrenting them or illegally getting them via other piracy websites and app providers. It will also allows consumers to install apps that are not sold on the App Store.
