Season 4 episode 21 of "Scandal" is going to pit Olivia against both the Navy and her father, making her life more troubled than it already is. Fans of the series will recall that in episode 19 and 20, she had to deal with saving Jake's life after he was suddenly stabbed multiple times by Russell. Now she'll be working directly under Vice President Ross. 

According to the official synopsis, the vice president will continue to cause trouble for the Grant Administration and will be sending Olivia to defend a woman in the Navy. It may bring her closer to bringing her father down as well as to retrieving the Foxtail. 

In the previous episode, Olivia threatened Russell with a gun and demanded to know more about the Foxtail. 

The Foxtail in question has not yet been revealed or explained in the show. According to the IBTimes, fans speculate it could be Olivia Pope's secret-service code name or it could be a secret plan to assassinate the President. Others presume that it could be a secret weapon being developed by the U.S. Government. 

Olivia isn't going to hog all the spotlight this season as the synopsis also states Quinn and Huck will continue to hunt for answers regarding B613. Mellie, on the other hand, will continue to struggle with the Senate regarding "a member of the legislative branch share a bed with the head of the executive branch." 

The promotional trailer for the episode does show Jake recovering in Olivia's bed but it is not clear if he will only be making a fleeting appearance or will be an integral part of Olivia's task with the Navy. 

"A Few Good Women" will not air this week as ABC will prioritize a two-hour special for "Grey's Anatomy," another hit drama series created by showrunner Shonda Rhimes. "Scandal" season 4 episode 21 will instead air on May 7.
